William "Bill" Howard's career with drum corps began when he marched in the Madison Scouts as lead soprano. He spent 12 years as executive director of the Scouts, leading them to a DCI World Championship in 1975. As a founding member of DCI, the concept of regional drum corps associations was not abstract to Bill. Eventually, he founded Drum Corps Midwest.
