Hopkins explains sound board rule

In this video, Cadets director George Hopkins explains the reasoning behind the sound board rule, which was passed unanimously in Pasadena last weekend. Ironically enough, in this interview, which took place before the board of directors passed the rule, Hopkins predicts that the sound board proposal will fail.
